Full episodes release 2x a week! https://www.patreon.com/cw/Blackmillionaires_ A federal lawsuit was filed on April 2, 2026, in the U.S. District Court for the Central District of California by, a Pasadena mother who says she was denied access to California’s Black Infant Health program because she is not Black. The case names California public health officials, the Los Angeles County Department of Public Health, and Pasadena Public Health Department as defendants. The core allegation is straightforward: the woman says she met the program’s other requirements, but a coordinator told her the program was “not for her” after learning she was not Black. Her complaint argues that the race-based eligibility rule violates the Equal Protection Clause and Title VI, which bars race discrimination in federally funded programs. The complaint also says the statewide BIH program receives federal Title V maternal-and-child-health funds.  What the program says about itself is also clear. The California Department of Public Health describes Black Infant Health as a health-equity program for pregnant and postpartum Black mothers and birthing people, created because anti-Black racism, social and economic stressors, and neighborhood conditions contribute to poorer birth outcomes. CDPH says it serves Black women and birthing people age 16 or older who are pregnant or up to six months postpartum, regardless of income.  The bigger reason this program exists is the severe disparity in maternal and infant outcomes. KFF reports that pregnancy-related mortality among Black women is more than three times the rate for White women, and Black infants are more than twice as likely to die as infants born to White women. Those disparities are part of the policy backdrop for programs like BIH, which are designed as targeted interventions rather than universal services.
